%26nbsp%3B%0AU.S.%20%232438%0A25%26cent%3B%20Classic%20Mail%20Transportation%0A20th%20UPU%20Congress%20Souvenir%20Sheet%0A%26nbsp%3B%0AIssue%20Date%3A%20November%2028%2C%201989%0ACity%3A%20Washington%2C%20DC%20%0AQuantity%3A%26nbsp%3B2%2C047%2C200%0APrinted%20By%3A%20Bureau%20of%20Engraving%20and%20Printing%0APrinting%20Method%3A%20Lithographed%20and%20engraved%0APerforations%3A%2011%0AColor%3A%20Multicolored%0A%26nbsp%3B%0AThe%20Traditional%20Mail%20Delivery%20stamps%20picture%20vehicles%20that%20helped%20deliver%20America%26rsquo%3Bs%20mail%20from%20Colonial%20times%20to%20the%20early%201900s.%26nbsp%3B%20The%20stamps%20show%20the%20most%20commonly%20used%20mail%20transports.%26nbsp%3B%20They%20were%20issued%20to%20commemorate%20the%2020th%20Universal%20Postal%20Congress%2C%20held%20in%20the%20U.S.%20for%20the%20first%20time%20in%20nearly%20a%20century.%0A%26nbsp%3B%0A%0A%0AFirst%20Highway%20Post%20Office%26nbsp%3B%0A%0AOn%20February%2010%2C%201941%2C%20the%20first%20Highway%20Post%20Office%20began%20service%20in%20the%20United%20States.%0A%0AIn%20the%201800s%2C%20America%26rsquo%3Bs%20rapid%20expansion%20created%20a%20need%20for%20faster%20mail%20transportation.%26nbsp%3B%20The%20short-lived%20Pony%20Express%20of%201860-61%20made%20it%20possible%20to%20send%20messages%20across%20the%20country%20in%20just%2010%20days.%26nbsp%3B%20Then%20in%201862%2C%20the%20US%20introduced%20its%20first%20Railway%20Post%20Office%20(RPO)%2C%20which%20sorted%20mail%20as%20the%20train%20steamed%20along.%0A%0AAt%20its%20height%2C%20these%20RPOs%20had%20over%209%2C000%20train%20routes%20traveling%20over%20200%2C000%20miles.%26nbsp%3B%20By%20the%201940s%2C%20highways%20were%20stretching%20across%20America%2C%20and%20the%20US%20Post%20Office%20Department%20began%20to%20consider%20creating%20Highway%20Post%20Offices%20(HPOs)%20to%20provide%20mail%20service%20to%20areas%20where%20there%20wasn%26rsquo%3Bt%20passenger%20train%20service.%26nbsp%3B%20HPOs%20would%20run%20in%20a%20very%20similar%20fashion%2C%20except%20the%20mail%20would%20be%20transported%20on%20a%20bus%20rather%20than%20a%20train.%0A%0AThe%20first%20HPO%20entered%20service%20on%20February%2010%2C%201941%2C%20traveling%20149-miles%20between%20Washington%2C%20DC%20and%20Harrisonburg%2C%20Virginia.%26nbsp%3B%20Two%20more%20HPO%20routes%20opened%20later%20in%20the%20year%2C%20one%20between%20South%20Bend%20and%20Indianapolis%2C%20Indiana%20on%20May%203%2C%20and%20one%20between%20San%20Francisco%20and%20Pacific%20Grove%2C%20California%20on%20August%204.%0AThe%20interior%20of%20the%20HPOs%20was%20very%20similar%20to%20that%20of%20the%20RPOs.%26nbsp%3B%20Each%20bus%20could%20hold%20about%20150%20mailbags.%26nbsp%3B%20Similar%20to%20RPOs%2C%20the%20clerks%20sorted%20the%20mail%20while%20the%20bus%20was%20in%20transit.%26nbsp%3B%20To%20keep%20the%20mail%20safe%2C%20there%20was%20a%20locked%20gate%20between%20the%20driver%20(often%20a%20hired%20contractor)%20and%20the%20postal%20clerks.%20There%20were%20also%20bars%20on%20the%20windows.%0A%0AHowever%2C%20working%20in%20the%20HPO%20was%20harder%20on%20the%20clerks.%26nbsp%3B%20While%20the%20trains%20moved%20at%20a%20more%20steady%20pace%2C%20the%20buses%20had%20to%20deal%20with%20potholes%2C%20poor%20roads%2C%20and%20traffic%20stops%20and%20starts%2C%20leading%20to%20some%20bruises%20for%20the%20clerks%20working%20in%20the%20back.%0A%0AThough%20these%20HPOs%20proved%20successful%2C%20the%20Japanese%20attack%20on%20Pearl%20Harbor%20at%20the%20end%20of%201941%20would%20dramatically%20cut%20funding%20to%20the%20service%20until%20after%20the%20war.%26nbsp%3B%20After%20the%20war%20ended%2C%20the%20HPO%20system%20was%20able%20to%20expand%20beginning%20in%201946.%26nbsp%3B%20Whenever%20a%20new%20route%20was%20created%2C%20the%20Post%20Office%20would%20produce%20a%20special%20%26ldquo%3BFirst%20Trip%26rdquo%3B%20cancellation%20for%20the%20mail%20carried%20on%20that%20day.%26nbsp%3B%20Throughout%20the%201950s%20and%2060s%2C%20each%20HPO%20served%20about%2025%20post%20offices%20directly%20plus%20several%20others%20indirectly%20though%20Star%20Route%20and%20railway%20mail.%0A%0A%26nbsp%3BWhile%20the%20HPOs%20were%20initially%20created%20to%20supplement%20RPOs%2C%20expanding%20highways%20led%20to%20a%20decrease%20in%20passenger%20train%20service.%26nbsp%3B%20Eventually%2C%20the%20railroads%20closed%20their%20routes%2C%20so%20RPO%20service%20was%20replaced%20by%20HPO%20service.%0A%0AIn%20the%201960s%2C%20the%20Advisory%20Board%20of%20the%20Post%20Office%20Department%20called%20for%20a%20complete%20reorganization%20of%20the%20postal%20system.%26nbsp%3B%20This%20led%20to%20a%20new%20coding%20system%2C%20ZIP%20codes%2C%20sectional%20centers%2C%20and%20ultimately%2C%20the%20end%20of%20the%20Highway%20Post%20Office.%26nbsp%3B%20The%20final%20HPO%20service%20ran%20on%20June%2030%2C%201974.%26nbsp%3B%20During%20its%20tenure%2C%20there%20were%20a%20total%20of%20410%20HPO%20routes%20across%20the%20country.%0A%0AThe%20patriotic%20red%2C%20white%2C%20and%20blue%20bus%20used%20for%20the%20first%20HPO%20route%20was%20decommissioned%20in%20the%201960s%20and%20hidden%20by%20a%20postal%20worker%20in%20several%20Post%20Office%20garages.%26nbsp%3B%20It%20was%20eventually%20discovered%20and%20purchased%20by%20the%20United%20Federation%20of%20Postal%20Clerks%2C%20who%20donated%20it%20to%20the%20Smithsonian%20who%20in%20turn%20restored%20it.%0A%0A%0A%26nbsp%3B%0A%0A%26nbsp%3B
